The problem with your definition is that this inevitably boils down to 'sounds like a proper country to Matthew, which is far more likely if its easy for him to go to'. I think the idea of 'Us' agreeing is naive!

I would use a criterion like

"A member of the United Nations, or a) generally recognised as a sovereign state, b) with control over a clearly defined territory"

My personal view would be:
Vatican (yes, just doesnt want to be a UN member)
Kosovo (yes, only poorly recognised because people dont want to annoy Russia)
Taiwan (yes, only poorly recognised because people dont want to annoy China)
South Ossetia, Abkhazia, TNRC and other unrecognised "countries" (no. fails on a. one or two UN members should not constitute "generally")
Western Sahara+Palestine (no. fails on b. The *governments* have some recognition, but not the territories)
